Title of the articleModel of management of solvent demand of the population in the regional market of housing
Abstract.During reforms in the field of housing construction there were serious changes. The system of houses placed in operation on sources of financing and forms of ownership cardinally exchanged. The policy of the state in this area was directed on support of various models of financing of housing sector without emphasis on a certain scheme (accumulative or credit). A strategic objective of the state housing policy and its priority tasks stated in the Concept of long-term social and economic development of the Russian Federation for the period till 2020, ensuring availability of housing for all categories of citizens, and also compliance of volume of comfortable housing stock to requirements of the population is. In article the priority directions implementation of the program on providing with affordable and comfortable housing of the population of the country are allocated. As showed the analysis, it is necessary to involve more widely at the expense of improvement of ways of financing of housing construction in process of acquisition of housing needing segments of the population with the average level of the income and, first of all, at the expense of liberalization of loan percent and expansion of application of various preferences. However development of the market restrains high cost of construction of housing: insufficiently worked mechanism of attraction of investments; low income of the population; absence of insurance of private deposits, etc. In a general view it is possible to present utility function for a choice of a form of tenure (in a property or rent) it is possible to solve by means of the tenzorny analysis. In process of formation of the market of housing, especially its rent sector such analysis is very actual for modeling of its development and forecasting of proportions between sectors.
