| Abstract. | Various kinds of territories and construction facilities as well as architectural heritage monuments undergo the law of private ownership in Tatarstan. Due to the fact that there exists a set of legal problems as well as of management, economic ones, it is not easy to arrange reconstruction of the privately owned architectural heritage monuments on the territory of the Old Tatar Settlement of Kazan city. An innovative approach is proposed to solve those problems and to fulfill the project of reconstruction of the above mentioned Settlement. The core of the approach is in working out of a set of direct regulations and procedures on the part of the public authorities in order to condition favorable investment climate on the territory of Settlement in order to realize the reconstruction planned. |
