| Abstract. | Existing economic and organizational mechanism for repair and reconstruction developed in Soviet times, when the main investor of this type of work was the state. Under modern conditions, when most of the housing stock is in private ownership, this approach is impractical. To work through issues of investing in major repairs and reconstruction. Overhaul held in apartment buildings, the technical condition which does not allow (it is not economically inexpedient different) to ensure their efficient operation through maintenance and repair. Its end result is the restoration and improvement of operational performance suitable apartment buildings (elements), ensuring the reliability of their operation.
