| Abstract. | The project in question is a part of reconstruction design of the Old Tatar Settlement of Kazan city. «A favorable investment climate» provisioned by the law and municipal authorities is suggested to use in working out and realizing the project. The project is a separate one singled out from the Settlement Reconstruction Design because all the territory of factory belongs to one proprietor and almost all the structures in the territory of the factory comprise a single whole monument of the architectural heritage. The innovative nature of the project management shall be working out of the terms serving to unite the proprietor interests and those of the citizens. Specification of the terms and discussion of those is the purpose of the present work. |
