| Abstract. | Reasonably the complex of the basic problems of management in housing and communal services on the basis of apartment houses which has resulted from imperfection of the current legislation is allocated and creates threats to realization of the property rights of Russians on dwelling and a life. Revealing of problems is considered as the basis for their subsequent decision at legislative and civil-law level of management and development of recommendations about their decision. |
