Abstract. | Providing an accessible environment for the disabled and other people with limited mobility is one of the most important social and economic problems that affect the rights and needs of millions of citizens. Program providing accessible environment covered all priority spheres of life of persons with disabilities, and at each site include programs for availability of the object and provide services for people with disabilities of various categories: from the defeat of the musculoskeletal system, hearing and visual impairment. To compare availability a comparative analysis on the example of foreign countries, such as Finland, Germany, France, Britain and Israel was made in the article. This analysis allowed us to analyze more deeply the situation of disabled persons and provide limited mobility abroad. The most difficult and urgent problem is the adaptation of housing for people with limited mobility and persons with disabilities. Within the article the housing of Kazan analysed and the following results were obtained: about 25 % of the housing stock of Kazan are equipped with elements of an accessible environment, 15 % from the total number equipped with rails, which are not completely convenient in use. |
