| Abstract. | The problem between the building’s owners and the local government has been emerged during the reconstruction of urban territories. The paper suggests the usage of complex methods of motivating and encouraging the private owners participation in the reconstruction project, known as – «favourable investment climate creation policy». This work focuses on establishing favourable innovation climate policy, and on creation of the Kazan Municipal Innovation Center (KMIC), as well as on admission of this project, based on American experience, by the urban development company. |
