| Abstract. | The Republic of Tatarstan is one of the most economically developed regions of the Russian Federation with a powerful industrial potential, stable agriculture, and sustainable dynamics of economic development. One of the factors of regional development is the formation and effective use of regional innovation capacity. Every member of the Russian Federation is interested in assessing the innovative potential, as the result gives a more complete view and understanding of the overall development of the region, and strategic decision making. Management decisions on selection and implementation of innovative strategies depend on the state of the innovative potential of the region so that it requires a comprehensive assessment. |
