| Abstract. | In the formation of a system of city pedestrian promenade spaces (PPS) on the basis of public-private partnership three groups take part – government bodies, business-association and the community. World experience of the best practice of municipality’s urban regulation activities shows that effective instrument of urban regulation of forming in the city the system of public spaces (including PPS) is a special – purpose municipal programme, which should cover contents of the actions, fix its subjects and procedure of operations on creating in the centre of a city a system of PPS. So, by means of the programme necessary conditions for urban regulation are creating, and the control of urban planning activity upon making in the centre of the city the system of public PPS is put into practice. |
