| Title of the article | The implementation of social housing programs, as the tool of increase of availability of habitation |
| Abstract. | Housing availability for the citizenry of Russia is one of the major problems to be solved by government. Dynamics of development of a course of reforms in the housing sphere showed that the state policy which would allow to create the housing market is necessary, to involve to this sphere private business, to organize the competitive environment. Federal and republic housing programs are the most effective means of improving housing conditions. The main concept of the put question is solved within the federal target Dwelling program which is processed today for the period 2011-2015. Creation of conditions for development of mass construction of housing, increase in volumes of input of housing, development of financial and credit institutes of the market of housing becomes result of implementation of the program. Considerable results in home ownership and in creating incentives for housing have been achieved from the beginning of the 1991 reforms to the current moment. The key to the success of the federal purpose-oriented programs is the high level of their regional implementation. |
