| Abstract. | A lot of things have already been done to provide a transparency of cost calculation in construction. Nowadays we have the new term «cost engineering» as the process of objective cost forming at every stage of an investment and construction process. This is a very important direction and, of course, it requires proper attention and further elaboration. Today the group of specialists has developed the concept of the new economic model of the organization of investment and construction process in the Republic of Tatarstan. The main goal of this model is modernization of the construction industry because of the existence of a number of urgent problems that require immediate decisions. This model includes some special mechanisms to solve these problems. Using of the new economic model of the organization of investment and construction process can improve the mechanism of public procurement in the construction industry, provide the objective cost forming at every stage of investment and construction process, ensure transparency of the profit formation, and get away from the «gray» wages and using cheap labor without proper qualifications. |
