Title of the article | The Genesis of the introduction of the social housing system in European countries |
Abstract. | In developed countries social housing policy covers both the construction of housing for rental and housing ownership. Currently the content and functioning of the Institute of social housing varies across Europe. Overall, social housing see housing owned by municipal authorities, and also non-profit homeowners' associations and housing cooperatives. Moreover, social housing is considered as a separate residential premise in apartment buildings and special neighborhoods of social housing built in the framework of programs of complex development of territories. In many European countries the process of housing integrated into the system of social support of citizens. The difference is only that some individuals receive assistance from municipal authorities, others – from Federal authorities. After analyzing the practice of European social housing development, we note that housing associations are the main providers of housing, which holds a middle place between the public and private housing. The study of foreign experience of social housing and achieve regional housing policy suggests that the emergence of Russia in the segment of public and social housing need to widen the circle of participants in this process. |
