Abstract. | Quite full institutional infrastructure is formed for determination of the priorities for the development of the housing system in the Russian Federation. Development institutions design the mechanisms for the implementation and execution of public policies on the real estate market. Russian researchers carried out an inventory of existing development institutions, also it is identified their organizational capacity. Housing construction is the sector with the most multiplicative effect. Condition of many sectors of the economy depends on its development dynamics. According to the results of the research, based on annual monitoring and analysis of the business activity factors, it is determined that a key role belongs to regulatory tools of supply and demand. We have found that at the present time the focus is shifted to the support of rental housing. At the same time, it is not enough social housing. Also, formation of an optimal structure of the real estate market is need development of non-profit housing organizations and rural territories. |
