Abstract. | The problem of modernization of municipal infrastructure currently is very acute, both at regional level and the local government bodies that are responsible for providing the population with quality municipal resources. Accumulated problems in the utilities sector, require urgent solutions. Under these circumstances, the economy increasingly important role will be played by the structure, functioning on the basis of public-private partnerships that create institutional and organizational alliance state government and private, for the purpose of realization of socially significant projects in the public sector services. Actuality Article no doubt as mechanisms for leases offer no guarantee for the modernization and reconstruction of physical infrastructure, it is not permissible within the existing municipal system wear nowadays. Article examines the possible prospects of functioning and development in the Republic of Tatarstan, one of the most effective mechanisms for public-private partnership – the concession agreement. The authors of a major operation to assess the impact of the application of concession agreements on tariff regulation in the utilities sector. |
