| Title of the article | Scientific-educational cluster as basis of public-private government of applied civil engineering qualification formation |
| Abstract. | The author's definition of the allied qualifications is given. The possibility of the applied qualifications formation on the basis of secondary education institution resource centers which constitute civil engineering scientific and educational cluster is justified. Aims, principles and teaching and managerial conditions of interrelation between resource center and private enterprises (social partners) within the public-private partnership are revealed. The conditions of the resource center interrelation with private enterprises (social partners) are revealed: this interrelation must rest on system and competence approach; the system must be open one; the interrelation must provide innovational character of professional training within public-private government, the design and aiming support of public-private government system within resource center must be worked out; the mechanisms of agreement between governmental educational standards and the requirements of present development industry. The necessity of agreement mechanism between educational and professional standards is pointed out. One of the way to realize the agreement between educational and professional standards is module-competence approach in educational quality management within the process of workers and specialists' training. The unity is achieved by: transformation of labor-market, development market competence and qualification, and the quality of final result of the training process – requirements. The results of survey conducted among students on issue whether they would like to be taught applied qualifications in the course of their study are given. Educational and managerial conditions of innovational development within educational cluster are formulated. |
