Abstract. | It is known that all over the world Innopolises are the centeres of new ideas and innovative technologies that move forward practical science and production. Each self-respecting state invest in its creation, realizing that the leadership in product innovation abruptly improves the performance of enterprises and increase the attractiveness of their products in the global market. One of the main purposes is to attract the creation of highly skilled professionals in required area and to provide them with comfortable and high performance for working environment. To implement these ideas within the country, it is necessary first of all to strengthen the competitiveness of innovative systems, competition for highly skilled labor and investment. For today in the low efficiency of the innovation system in Russia, there is a leakage of competitive potential – personnel, technology, ideas and capital. An important factor in the development of innovative component of the country is the presence of a scientific basis and technical (communication, laboratories, specialized test sites itd.) The share of state funding the university programs is negligible, and it is not enough for the innovation development. The authors believe that under the circumstances, the best strategy for Russia is to developed the innovative cities near the existing research centers, which will prevent brain drain, to give a boost to innovation and development of the particular region of the country as a whole, to restore worn-out communications, road network, to provide workers a substantial part of the population, to solve many complex problems. |
