| Title of the article | The urban planning concept as a basis of the investment programs of development of local territories |
| Abstract. | Existing documentation that has to be elaborated in accordance with Urban Planning Code (UPC) of Russian Federation seems is not enough powerful tool for investments in conditions of market economy. The authors consider possibility to use an additional stage in Russian urban planning – that is the stage of urban planning concept of territory development. Its necessity is also caused by new article 46* in UPC, which establishes the idea of “territory of development” for the reconstruction of existed housing areas for the first time. Elaboration of these methods and its practical application is carried out by the authors since 2006 year in cooperation with the number of urban planning organizations of Republic of Tatarstan. |
