| Abstract. | In modern conditions realization of the housing priority being the major part of social policy of the country, should become the important direction of stabilization of public relations, growth of quality of a life of the population, increase of productivity of a social and economic politics in the decision of problems of availability of habitation for the population at a regional level. The importance of housing problem even more amplifies in connection with a rise in prices on construction of habitation, taxes and payments for the contents and operation of habitation. Today formation of the market of accessible habitation is a priority direction of social and economic development of Republic Tatarstan. The decision of this problem is achieved by means of increase of demand of the population with the help of development of various mechanisms of crediting and the state support. Achievement of an object in view is promoted by the developed model of differentiation of citizens on social layers with different opportunities of availability of purchase of habitation which is based on objective economic criterion of «minimal consumer budget» and allows to connect terms of credit support and other market conditions with excess of real incomes of the population over the minimal consumer budget. |
