| Title of the article | The basics of management of municipal services and organizational forms of the enterprises of the communal services |
| Abstract. | The article describes the basics of managing the municipal economy, the specifics of which is conditioned by the emerging contradictions between the economic nature of services and the social nature of their consumption. Possible forms of organization of the municipal enterprises and forms of management of their property complexes, of a lease, concession, trust management and corporatization. Considered are the peculiarities of their management taking into account regional factors, connected with the administrative, legal, climatic, technological differences and the size of the territories of municipal formations. For comparison and possible exchange of experience provides a brief overview of the features of urban management in a number of countries of Eastern and Western Europe varying degrees of economic development. This shows the differences in common in Russia and European countries forms of management, which form the basis of differences of the process of management of municipal services in these countries. It is noted that these differences can complicate the process of transfer of European experience of Russia. The conclusion is made about not integrity of the compulsory privatization of the economic entities of the communal utility industry and, on the contrary, the priority of preservation of the controlling role of the state in the sphere of provision of public services. |
