Abstract. | In the development of partnership between the state and the private sector in Russia is now celebrated boom, in which the state and its local and municipal governments to engage with the private sector, especially in the modernization and development of the housing sector. The increasing interest in the development of public-private partnership is typical for most countries. Despite the recognition of public-private partnerships an essential tool for improving national (and regional) competitiveness, introduction of public-private partnerships in the Russian practice is difficult. Pendency of a number of methodological issues go to the partnership of the state and the private sector, the lack of adequate experience of such partnerships, inadequate legal and regulatory framework at all levels, bureaucratic obstacles to the introduction of public-private partnership in Russia. During the financial crisis, and redefining the role of the state in regulating the economy, the establishment and development of public-private partnership in the housing sector is particularly relevant. Governments in most countries, including Russia, have provided financial support to key sectors of the economy in an effort to reduce the potential economic and social impact of the crisis and ensure the necessary stability of the economy. |
