Title of the article | Cultural heritage management system in a context of rapid urban transformations |
Abstract. | The article is dedicated to the comprehensive study for divisive issue in conservation and development processes of cultural heritage. Problems attending rapid urbanization and institutional transformations, involve the well-established historic urban environment in a process of its transformation as well known as reconstruction. It is common knowledge that reconstruction includes a wild range of options for radical changes of identity and integrity of the historic urban fabric. Therefore, the most powerful organizations as UNESCO, ICOMOS and etc. try to fix the problems and provide against any errors by establishment of project documents with guidelines for conservation the cultural heritage sites. These documents are based on scientific research, study and analysis. Nowadays, legal protection of cultural heritage is based on the Convention concerning the Protection World Cultural and Natural Heritage (1972). Rigorous laws, on the one hand, help to conserve all attributes of historic cultural site within its boundaries and the buffer zone, but on the other, prevent a progress for historic urban structures. The Strategy for Conservation that has been approved by the experts and researchers, consists of (1) conservation, (2) restoration, (3) preventive conservation, (3) maintenance, (4) capacity-building, (5) state of conservation monitoring. Strategic planning and management for the cultural heritage, and establishment of Strategic Heritage Management Plan, ensure a provision of assessment, analysis and research framework for Strategy for Conservation. |
