Abstract. | The paper addresses the first comparative studies of the regulatory processes in the field of Architecture and Town planning in Russian and Ottoman Empires in the XVIII th – early XX th centuries. The idea of Europeanization of the urban space was attractive for both Empires. But the Authority and the Society in Ottoman Turkey were united to a much greater extent than in Russia. In Russian Empire since Peter I the Authority saw itself as a source of Europeanization of the rest Society, while the Turkey one would Europeanize together with the Society. The Russian Authority considered itself as a part of a Europe, while the Sultan's court referred itself to Turkey. Ottoman law was based on the norms of Islam, under which private property had priority over the public. This created great difficulties in the urban redevelopment in the European spirit of regularity and helped to preserve the traditional way of life in the capital of the Ottoman Empire fit with the Muslim concept of the city. |
