| Abstract. | During the last few years they were able to develop master plans for many big Russian cities, including Kazan. Their realization monitoring shows that real building and improvement of the territory does not correspond (or corresponds insignificantly) to the ideas, built into a project of a master plan. The reason– outdated form and standart of a city plan content. It needs a serious revision in a city plan development documents methodology, their structure and content. Possible ways of transformation of territory planning schemes, settlement master plans, territory planning projects are: • Considerable consolidation of their social-economical basement through direct inclusion of the territory development strategy materials into city planning projects; • Usage of «scenario» planning approach with building of economically based accurate algorithm of a marked city planning measures realization in methods of city planning; Changes in texts and graphical presentation approach of a city planning documentation, their structure and content with a purpose to adopt these documents to requests and real user needs (local government, investors, developers). |
