| Abstract. | This paper describes the background and analysis of the protection policy for the transition from the protection not only of tangible heritage but to the unity of the «tangible and intangible» components of the cultural heritage. It showed the world tendency on the shift paradigm of protection and development not only of the monuments and sites within their boundaries but also the surrounding areas of historic urban landscapes. The basic techniques and relevant approaches on these issues in Russia and abroad were analyzed by authors to obtain the optimal results in creation of Management Plan for proper conservation and development of the cultural heritage monuments and sites in context of historic urban landscape. The paper presents a management plan for the cultural heritage property « Black Lake City Park » (Kazan, Russia), which is located in the protection zone (buffer zone) of the UNESCO World Heritage Site «Ensemble of the Kazan Kremlin». The management plan is based on the modern international trends of preservation and continuity in development of tangible and intangible heritage. It is also recognizing the modern development and the transformation of historical cities, taking into account the variables of socio-cultural and socio-economic factors. A distinctive feature of the author's concept lies in creating a study plan for the property’s management, and also a proposal for the concept of property's settings integration with socio-cultural structure of the city to ensure sustainable development within property’s boundaries and its surrounding areas in historic urban landscapes. |
