| Аннотация. | Проводится критический анализ проблем ЖКХ, связанных с отсутствием четкого механизма действий государства в процессе реформирования ЖКХ. Предложены возможные направления эффективных преобразований в рассматриваемой сфере экономики. Отмечается, что для успешной реализации реформ в системе ЖКХ необходимо на законодательном уровне разделить жилищную и коммунальную составляющие, при этом развитие конкуренции возможно и оправданно лишь в сфере управления жилым фондом. Преобразования в коммунальной подсистеме требуют особого подхода, учитывающего ее естественномонопольный характер. |

| Title of the article | Problems of formation of system approach to housing and communal service reform |
| Abstract. | For successful reform of the management area of municipal services in an acute shortage of housing and high levels of wear and tear it is necessary to develop and implement the concept, covering all stages of the processes occurring in the housing sector, allowing to implement the effective regulation of these processes. Studies on the development of housing and communal services, the efficiency of investment, reconstruction, modernization and maintenance of housing facilities conducted in our country for many years and to this day are relevant, but questions of innovative development of housing and communal services remain poorly understood. To improve the efficiency of development and reform of housing it is necessary to carry out more thorough analysis of all available resources, as well as the elaboration of the possible ways of attracting investment in the housing and utilities sector from different sources. In the current unstable economic situation today there is a special need to conduct fundamental theoretical research, teaching materials and the development of practical recommendations on innovative management of housing and communal sphere. The article identified the problems and prospects for development of housing and communal services, attempt to develop proposals for improving governance in public utilities. |
