| Название статьи. | К вопросу об оценке национальных инновационных систем |
| Аннотация. | Целью работы являлся анализ и сравнительная характеристика национальных инновационных систем по индексу глобальной конкурентоспособности и глобальному индексу инноваций. Также авторами дана сравнительная оценка уровня инновационного развития стран Евросоюза и России с применением методики Европейское инновационное табло. Исследование проводилось с использованием экономико-математических методов – корреляционный, кластерный и факторный анализ. Предложен метод матричного позиционирования национальных инновационных систем на основе интегральных индексов затрат и результатов инновационной деятельности: 1 квадрант – высокие значения затрат на инновации соответствуют высоким результатам инновационной деятельности; 2 квадрант – с высокими затратами на инновации и низкими результатами; 3 квадрант – с низкими затратами и результатами инновационной деятельности; 4 квадрант – интегральные индексы затрат и результатов инновационной деятельности соответствуют медианным значениям или с незначительным превышением интегрального индекса результатов. |

| Title of the article | The question for assessing of national innovation systems |
| Abstract. | The aim of the work is the analysis and comparative characteristics of national innovation systems of the global competitiveness index and the global innovation index. The rapid acceleration of change of existing economic and institutional conditions faces business entities with new problems, which demand a new ways and approach of their solution, it’ll subsequently accelerate innovation and modernization transformation. Thus, innovation policy is a key factor for economic, technological and social development at the national and international levels. This reasons demand of working and implementation into economic practice new approaches to the formation of innovative strategies and management of innovative process. The comparative description of national innovation systems by Global Competitiveness Index and Global Innovation Index is presented in the article. Also the authors give the comparative characteristic of the level of innovative development of the EU and Russia, using the procedure «European innovation scoreboard». Indicators that reflect the level of development of the innovation economy, combined into three blocks: block «Enablers» includes major external «engine» of innovative development and is divided into three sub-block (Human resources, Open, excellent and attractive research systems, Finance and support, consisting of 8 figures); block «Firm Activities» consists of three sub-block (Firm investments, Linkages & entrepreneurship, Intellectual assets, consisting of 9 figures); block «Outputs» describes the results of innovative activities of firms and consists of two sub-blocks, consisting of 8 figures (Innovators (the number of organizations using the technology, marketing and organizational innovations), Economic effects (the level of employment in the innovation sector, export and sale of innovative goods and services)). A method for positioning a matrix of national innovation systems based on integrated cost indices and results of innovation is proposed: quadrant 1 – high values of innovation costs to a high innovation results; quadrant 2 – the high costs of innovation and low results; quadrant 3 – low cost and results of innovation; quadrant 4 – integral index of costs and results of innovative activity with the median values, or with a slight excess of the integral index of the results. |
