| Аннотация. | В статье описана сложившаяся ситуация с разборкой зданий и реальной возможностью переработки или утилизации строительных отходов в республике Татарстан. Требуется решить две задачи: первую – значительное сократить затраты по утилизации, вторую – удешевить строительство за счет повторного использования строительных материалов после переработки. Предлагается комплексное решение проблемы с учетом передового опыта г. Москвы, республики Беларусь и стран Европы. |

| Title of the article | The problems of realization of construction technologies of the waste use when dismantling buildings in the Republic of Tatarstan |
| Abstract. | The development of construction in cramped urban areas inevitably leads to the problem of dismantling buildings, which have to be recycled. The solution to this problem, which arose in the former Soviet Union in the major cities, has not been found. Technology for processing of construction waste materials suitable for use in construction exists in developed countries of Europe and in Russia, with more or less percentage of reuse. However, despite the well-known technical and technological solutions, the problem of wide use in Russian construction wastes remains unsolved. And the reason is not in development of cutting-edge technologies. The construction waste recycling business is initially unprofitable and sometimes completely impossible without the decision of environmental problems. Imperfection of regulatory documentation in construction of the existing legislation in this area impedes directly addressing environmental issues in building and pushing customers and contractors in the hidden and sometimes open violations of ineffective legislation. The article proposes options for the use of advanced technology of European countries, the experience of the successful solution of environmental problems in the city of Moscow, the Republic of Belarus, the Republic of Tatarstan, in the complex construction of industrial and civil projects implemented by private investors, that in future will lead to changes in building codes, norms of state regulation of environmental issues. To do this, use a system of tax incentives, discounts, and reduced interest rates on loans, but not limited to the introduction of legislative norms. |
