| Аннотация. | В статье рассматриваются проблемы жилищно-комму¬нального хозяйства и ведется поиск путей их решения, а также исследуются основные барьеры, сдерживающие развитие и модернизацию отрасли. Проведен анализ состояния отрасли жилищно-коммунального хозяйства, сложившегося на сегодняшний день, проанализирована существующая структура финансово-кредитного обеспечения воспроизводства основных фондов. Также в статье приведены основные направления деятельности по оздоровлению коммунального комплекса. Вместе с тем, предложен лизинг как один из наиболее эффективных вариантов, который бы позволил снизить хозяйственную напряженность в жилищно-коммунальном секторе, а также оптимизировать инвестиционные процессы. |

| Title of the article | Prospects for the development and modernization of housing and communal services of the Republic of Tatarstan based on leasing |
| Abstract. | The maintenance of enterprises of the housing and communal services industry, in particular, management companies and repair and maintenance organizations, has always been a major task and was funded by the budget for a long time. The solution of this problem more complicated in the new market conditions, because in addition to the traditional constraints (high wear of the housing stock and fixed assets of the operating organizations, low level of their maintainability, fragility, lack of equipment operating bases and factories repair facilities) appears new: the rising cost of machines and accelerated aging techniques (about 40 % with the end of life) associated with them, the degree of renovation fleet decreased to 1,5-2 % per year (at a rate of 8-12 %) and caused further aging fleet of construction equipment and reducing its power. Today one of the main problems of the housing and communal services is the lack of financial resources. The leasing is traditional and intuitive tool for solving municipal complex problems. Active use of leasing in the communal services industry allows to achieve the efficiency gains of the reproduction process on fixed assets and communal services sector. This effective is primarily to reduce wear of fixed assets of the industry in Tatarstan Republic. |
