| Название статьи. | Особенности функционирования жилищно-коммунального комплекса |
| Аннотация. | Жилищно-коммунальный комплекс на сегодняшний день остается одним из самых убыточных секторов экономики, при этом, являясь весьма важным, как в социальном, так и в производственном аспектах. В статье обозначен территориальный и отраслевой характер функционирования предприятий ЖКК. Определены состав и структура комплекса, а также их классификация. Выявленные особенности функционирования ЖКК позволяют определить дальнейшие пути его развития. Производственно-хозяйственная деятельность ЖКХ обладает и рядом особенностей. К ним можно отнести, прежде всего, организационное построение по территориальному и отраслевому признаку, двойное подчинение, повышенный социальный эффект результатов деятельности, неравномерность спроса и т.д. Это определяет жилищно-коммунальное хозяйство как сложную, многоэлементную, динамическую организационно-экономическую систему. |

| Title of the article | Key features the functioning of the housing and utilities sector |
| Abstract. | The aim of the work was to examine the peculiarities of the housing and utilities sector. It is established that the existing system of the complex is not sufficiently effective, as the forming of the complex in a particular area, do not always take into account a territorial and economic peculiarities of the region. The article identified the composition and structure of the complex, identified problem areas in the interaction of individual elements. The article presents the classifications of complexes, which allow to create a management system of the complex, in view of its features. The article revealed that for different species of the complexes it is necessary to use different forms of management. These forms of management must be selected in accordance with the economic conditions of functioning of the housing and communal services in the region. The particular qualities of the functioning of the housing and communal services, identified in this article, allow to identify further ways of development. Industrial and economic activity of communal services possesses a number of special features. These are first of all, organizational construction in the territorial and branch sign, the double subordination, the increased social effect of the results of activity, the nonuniformity of demand, etc This defines housing and utilities economy as complex, multiunit, dynamic organizational-economic system. |
