| Аннотация. | В статье анализируются факторы, влияющие на формирование городской исторической среды, рассматриваются цели, задачи, правила, а также значимость выполнения проектов зоны охраны (ПЗО). Проанализированы основные этапы становления г. Казани, современные градостроительные и архитектурные проблемы города. Также рассмотрены важнейшие градостроительные и социальные факторы, от условий и характера взаимодействия которых зависит судьба исторического центра. Проблемы многих исторических городов, в том числе и г. Казани, обусловлены динамической противоположностью вытекающих из этого взаимодействия задач – «сохранить или изменить?». Поэтому подчеркивается значение разработки ПЗО для решения задач нового строительства, сохранения архитектурного наследия, которые определяют стратегию дальнейшего развития исторического центра города. |

| Title of the article | The necessity of creation the area’s preservation project as a govering document of historical city centre’s development (on example of the city of Kazan) |
| Abstract. | One of the most important elements of designing in the historical centre of the city of Kazan is a plan of combining between the historical and new buildings. The main key factor is a designing of area’s preservation project. By developing, the city enforces on its historical centre and develops a hard city’s environment. On the one hand, it is a historical environment; on the other hand, it is an activity of the modern city. There is a question of «preservation or change?». The main idea of the area’s preservation project is a design of land using conditions and town planning regulations in the historical areas to preserve historical and architectural view of the city of Kazan. It protects different kinds of cultural heritage objects such as the objects of federal, republic (regional) and local (municipal) significance. These cultural heritage objects are detected in its historical, town planning and natural environment. Only 40 % of the historical cities in Russian Federation have the projects of area’s preservation. The first document about area’s preservation in Kazan was accepted in 1988 but during the last twenty years almost all of the rules have been changed. Therefore, there is the main reason to design these kinds of projects because the project of area’s preservation needs to decide the issue about new buildings, preservation of architectural heritage, which assigns a strategy of the future development of the historical city’s centre in the city of Kazan. |
