| Аннотация. | Статья рассматривает аспект правового регулирования градостроительной деятельности на прибрежных территориях и его влияние на формирование жилой среды в береговых зонах. В статье анализируется зарубежный опыт правового регулирования градостроительной деятельности вблизи водных объектов – освещается история возникновения доктрины прибрежного права, применение специфических методов градостроительного зонирования прибрежных территорий, а также обозначаются проблемы, имеющие место в Российской Федерации в рамках вышеуказанной темы и приводятся рекомендации, сформированные с учетом изученного зарубежного опыта, способствующие их решению. |

| Title of the article | Legal features of residential environment's urban development in the coastal areas of settlements |
| Abstract. | Analysis of the historical development of society shows the importance of water bodies in the formation of the planning structure of settlements and people's striving for placing the housing near the water. However, in the process of urban development of coastal zones emerges a number of problems one of which is the problem of legal regulation of coastal zones. Experience of leading foreign countries shows that the coastal zone should be a separate object of management because of its specific nature, arising from the close position of the water body. Effective management of spatial development of coastal areas is possible in the case of the integration of urban planning, land use planning, investment, economic, environmental, and other activities in the coastal areas in a uniform system of management. This can be achieved through the use of effective tools for the legal regulation of urban planning in coastal areas, one of which is shoreland zoning. Successful application of shoreland zoning for preventing the degradation of water resources and territories, forming a comfortable environment for residents, and a positive effect it takes on the municipalities' economy indicates that it is necessary to consider the application of shoreland zoning in legal regulation of Russian Federation. |
