| Аннотация. | В настоящее время обществом сформирован запрос на координальное улучшение социальной, экономической и интеллектуальной среды регионов Российской Федерации. Двигателем всестороннего развития региона может выступать научно-образовательный центр. В статье изложены предпосылки формирования научно-образовательного центра на территории республики Татарстан, а также ряд проблем, связанных с использованием различных моделей территориального расположения НОЦ. Сформирована структура университетского комплекса, который является координирующей частью НОЦ. |

| Title of the article | Characteristic features of forming the scientific and educational center in the Republic of Tatarstan |
| Abstract. | Formation of research-educational centers (REC) promotes integration of science, education and industry, and effective use of human resources, innovation and scientific-technical potentials. In the article, we review two models of territorial location of research-educational center – differential and integral. Differential model suggest territorial diversity of REC structures, which are situated at considerable distances from each other. The integrated model means the union of all or almost all scientific and educational REC structures in the same territory with a significant, autonomous infrastructure. The article give conclusion that it is efficient to use the integrated model in the Republic of Tatarstan. There is a need to organize the university complex in the REC because of the specific location of the major scientific-educational structures of the Republic of Tatarstan. The university complex is regarded as a coordinating structure that promotes interaction between government, business and the local community. Analysis of the international rankings of universities can judge about the competitiveness of Tatarstan universities due to the formation of the university complex. Using the categories of forming international ratings of universities QS and THE formed goals of the organization of the university complex. A model of the university complex and its referencing to the area on the basis of favorable infrastructure factors is designed. |
