| Аннотация. | Важнейшей проблемой устойчивого социально-экономического развития России, ее будущего, становится проблема малых городов. Особенность малого города – его скромные размеры. В малых городах отсутствует урбанистическая среда, характерная для крупных мегаполисов, с присущими ей громадными промышленными, транспортными и жилыми сооружениями. В статье рассмотрена экономико-математическая модель вхождения малого города в кластер. Разнообразие и относительная доступность внутри кластера различных источников технологических знаний и связей облегчает комбинирование факторов производства и становится предпосылкой эффективной инновации, а для малого города становится еще и вариантом эффективного развития. |

| Abstract. | Regional innovation policy should be directed to the productive competitiveness of various industries to ensure production of innovative products and high technologies in the market, enhancing economic growth in the industry. Further development of the region requires a highly technological, informational, economic environment, which has to be formed from the bottom in many Russian cities. It is obvious that in present conditions of globalization and industrialization the ability to clearly and quickly respond to changes in external and internal environment of industry, mobilization of all raised funds and the use of innovative activity to the activation of the investment potential of the region is important for any indication of the priority of stability and economic independence of the region. To identify and for concentration of competitive advantage in all social and economic indexes rather than individual indicators, each city has to use its unique combination of factors, resources and cost-effective potential, global industrial relations systems and specialized control systems more efficient and productive. |
